“Doing business with the City of Houston is not easy. Many outside vendors find this out quickly. I ran human resources for several years and had a direct view of the difficulty in aligning our own stakeholders to pull forward employee benefit programs that were good for employees. Whether it was the mayor, senior administration officials, our unions, procurement, or our city council – I learned to navigate, educate, and align stakeholders as change always brought anxiety. In 2011, I implemented sweeping changes and disrupted a long-time carrier relationship to move our business to Cigna Healthcare. Reggie was our sales lead and I quickly learned that he understood public sector business dynamics and had succeeded with several other big public entities with similar complexities. Over a few years, he methodically built key relationships, uncovered hidden motivations, and earned trust with our many of our stakeholders that made it easier for me internally to drive change. This new partnership generated low single digit medical trends, a high level of employee satisfaction, as well as bringing national recognition to our plan’s success. In 2016, I carried many of these strategies to a bigger leadership role at Harris Health System and Reggie continues to be a good friend and confidant for me.”

“I have known Reggie for over 20 years and first worked with him when he was in Atlanta at Aetna in the early 2000s. He was a key member of the sales team then that won our benefit contract at the time. Over time I drew closer and trusted him more because he stayed connected to me and our team long after he won the contract. He always had a pulse on MARTA’s broader business interests – not just our employee benefits. When he left Aetna to take a leadership role at Cigna in 2004, it left a void with me and our team-- and we could never get the level of advocacy that Reggie always drove for us. When we bid the contract in 2010 and were having some issues then with Aetna, I was hopeful that Cigna’s bid would be competitive because I knew Reggie understood MARTA and would stay close to us and ensure our plan was implemented well and serviced successfully. After a competitive bid process, Cigna won the contract and Reggie aligned the entire local team to ensure we got off to a successful start. We maintained a strong relationship with him and Cigna until my retirement a few years later. I have amusingly told him that he won me over twice – at two different companies.
